It wasn’t easy getting the town of Rockport to approve the money so we could hire a planner; the selectmen and Finance Committee said that the town had many more urgent needs.
However, in March 2001, Town Meeting approved the money to hire a part time person for the Planning Board.

Just as the town administrator is absolutely essential to the day-to-day conduct of business for the town, the planner is a vital player for the Planning Board. No matter how smart, experienced, and well-educated members of our Planning Board are, they simply cannot stay plugged in to what is going on at the State House, around the commonwealth, and in Washington.
Carolyn J. Britt, AICP of Ipswich, came to work for our board early in 2002, and right away she was helping us with a very complicated subdivision request at Lattof Lane and site plan reviews for the Cape Ann Tool Company, Rockport Music’s new performance center, the Granite Savings Bank, Poole’s housing at 21 South St., and many smaller reviews and property changes.
Then there was wetlands protection, open space residential and cluster zoning, stormwater handling — and through it all, Master Planning for Bearskin Neck, downtown, and the area around the MBTA station.
She dug and researched and checked and double-checked, and coordinated up and down, left and right, and quietly gave us the ammunition so that we could do our jobs on the Planning Board. She found the sources for grants, to bring in talented professionals to help us solve zoning and planning problems.
Carolyn Britt has helped Rockport tremendously these past 12 years. All that time she has been a bright, resourceful, imaginative advisor; she’s given us her advice quietly, so that we got all the credit for the things that got accomplished. Related businesses:
